Tamil New Year is also known as Varusha pirappu and is observed on first day of Tamil month Chithirai.

In Tamil Nadu when Sankranthi takes place after sunrise and before sunset the year begins on the same day. If Sankranthi takes place after sunset then the year begins on the following day.

This rule is good to start first day of the year for civil reckoning. However auspicious time, for Dan-Punya activities during Mesha Sankranthi, is independent of above rules and should be done after considering exact moment of Sankranthi because only certain time duration before and after Sankranthi moment is considered auspicious for Sankranthi related activities.

*In Tamil Nadu most people will observe Puthandu on 13th April. However according to calculations it should be observed on 14th April. Chithirai Sankramanam will occur on 13th April at 19:22:49 for all Indian cities (using Lahiri Ayanamsa). Sankramanam moment would occur after Sunset and various sources mention that if Sankramanam occurs after Sunset then Tamil month starts on next day. According to mentioned rule Puthandu or Tamil New Year should be observed on 14th April.

We have noticed that few popular Tamil almanacs available in Chennai have published Puthandu on 13th April. It could be due to following reason. If Sankramanam moment is calculated by old methods it might not be exact and differs by few hours with exact moment. It might happen that local almanac makers have used methods which have given Sankramanam moment before Sunset on 13th April. According to Sankramanam moment in Chennai would occur at 19:13:15 and this source also lists Tamil New Year on 14th April for Indian cities.
