Seemanta Vishnu Puja should be performed when following Panchang conditions prevail for the day -

Nakshatra: Rohini (4), Pushya (8) and Shravana (22) Nakshatra are considered good for Vishnu Puja.

Tithi: Saptami (7) and Dwadashi (12) during Shukla Paksha are considered very good for Vishnu Puja for Seemanta Sanskara. However, it might be difficult to find suitable Nakshatra during these Tithi (s). Hence, Nakshatra is given more importance over Tithi.

Days: Except Sunday, Tuesday and Saturday, all weekdays are considered good for Vishnu Puja. However, it might be difficult to find suitable Nakshatra during these weekdays. Hence, Nakshatra is given more importance over weekdays.

Lagna: All benefic Lagna i.e. Vrishabha (2), Mithuna (3), Karka (4), Kanya (6), Tula (7), Dhanu (9) and Meena (12) are considered good for Vishnu Puja during Seemanta Sanskara.

Kundali: During Vishnu Puja, the 8th House should be vacant i.e. no Graha should be positioned in Eighth House. There should be one of the benefic Graha in Lagna.
